OBD is the abbreviation of English On-Board Diagnostics, and Chinese translation is "on-board automatic diagnosis system". Its installation is to install a small black box on the car, which is commonly known as the "T-BOX" in the industry.
It can read the vehicle data parameters and information, monitor the running status and the working status of the exhaust aftertreatment device in real time, and more importantly, upload the read vehicle emission data to the government online monitoring platform.
When the fault related to emission engine is detected, OB can alert the driver with MIL lamp, which can prompt the driver in time and reduce vehicle emission. In addition, OBD system also helps technicians to diagnose quickly, repair symptomatically and reduce maintenance costs.
When licensing, some areas will strictly require car owners to install OBD, and will verify whether the emission monitoring function is available online. It is understood that the installation cost of general OBD remote terminals is around 1000-2000, and later data uploading will also generate certain traffic costs. At present, some vehicles on the market can be equipped with the original T-BOX, and some are installed at the vehicle management office.
Zhengzhou:In September, 2019, Zhengzhou Bureau of Ecology and Environment issued a document requesting that heavy-duty diesel vehicles (with a maximum total mass of 3.5 tons or more, excluding police and fire-fighting license plates) with emission standards above and above be equipped with remote online monitoring OBD system.
Vehicles registered in Zhengzhou before September 5, 2019, and the registered owners of vehicles are individuals, individual industrial and commercial households, enterprises and other non-financial social organizations, the government will provide financial subsidies, and vehicles can be equipped with OBD system for free.According to requirements,The deadline for financial subsidies is December 31, 2019.
Puyang:Provide the owner with OBD equipment free of charge in the early stage, and install it compulsorily in the later stage, and the expenses shall be borne by the individual. From July 2020, vehicles without OBD will be listed as key supervision targets. The vehicle mainly maintains the normal use of OBD, and it will not be able to be examined annually for vehicles that are dismantled or modified without permission and that are not required to install and use OBD.
Luoyang:Diesel vehicles registered in Luoyang with a maximum gross mass of 3500kg and above and emission standards of National IV and above need to be installed.
During the period from May 2020 to the end of July 2020, individuals, individual industrial and commercial households, enterprises and other non-financial social organizations registered in Luoyang can apply for installing vehicles with 0BD remote online monitoring system, and they can enjoy financial subsidies if they operate normally on the Internet after installation.
The subsidy standard is 50% of the total installation cost (including vehicle terminal fee and three-year traffic fee, etc.). Vehicles applying for installing OBD remote online monitoring system after August 2020 will not be subsidized.
Vehicles installed with OBD remote on-line monitoring system and networked with the eco-environmental department can be exempted from on-line inspection during regular emission inspection.
From May 1, 2019, Zhejiang will officially implement the Emission Limits and Measurement Methods of Diesel Vehicle Pollutants (Free Acceleration Method and Loading Deceleration Method) (GB3847-2018).
It means that in the future annual inspection, the integrity inspection of pollution control devices, OBD inspection of some vehicles and NOx emission inspection of diesel vehicles will be added in the vehicle appearance inspection.
Hangzhou:In October 2018, Hangzhou Environmental Protection Bureau issued the Notice of Hangzhou Environmental Protection Bureau on Implementing Online Access of OBD for Newly Registered Heavy Diesel Vehicles.
Heavy-duty diesel vehicles (the maximum gross mass of vehicles is greater than 3.5 tons) are required to install the emission T-BOX system to realize the function of OBD online access. Hangzhou is the first region to introduce the vehicle emission online monitoring policy.
Ningbo:It is required that all heavy-duty diesel vehicles of National Five and above implement OBD online access. Related equipment, installation and network costs are guaranteed by special financial funds, but the total number is controlled within 10,000 vehicles, and the owners will install them at their own expense later.
On January 11th, 2020, the Third Session of the 13th People’s Congress of Hebei Province passed the Regulations on the Prevention and Control of Pollution from Motor Vehicles and Non-road Mobile Machinery in Hebei Province.
Article 14 requires that heavy-duty diesel vehicles and heavy-duty gas vehicles produced and sold in Hebei Province be equipped with remote emission management vehicle terminals, and be networked with the competent department of ecological environment, which will be implemented from May 1.
Tangshan:On February 20th, 2020, Tangshan City Bureau of Ecology and Environment issued the Notice on Developing Remote Online Monitoring and Networking of Heavy-duty Diesel Vehicles, requiring that heavy-duty diesel vehicles have the function of remote online monitoring and networking with the ecological and environmental departments, which will be put into trial operation on March 1st and formally implemented on April 1st.
Renqiu City:All heavy-duty diesel vehicles (with a maximum gross mass of more than 3.5 tons) that are being put into use and have emission standards above the national standard 4 need to be equipped with on-line OBD monitoring devices. All key vehicle units in the city need to report vehicle information to the Motor Vehicle Management Section of Renqiu Branch and declare the installation of OBD.
The public security traffic police brigade will restrict the vehicles that fail to report the information within the time limit and are not equipped with online OBD to pass within the built-up area of the city; Punish vehicles with excessive exhaust emissions.
In addition, it is pointed out that all heavy-duty diesel vehicles operating under Grade III will be eliminated by the end of October 2020.
Xingtai
A few days ago, Xingtai City Transportation Bureau issued a notice saying that in order to strengthen the control of motor vehicle exhaust, it is necessary not only to implement the I/M system for motor vehicle inspection and maintenance, but also to install OBD for national four and Israeli oil vehicles.
On January 18th, 2020, the Third Session of the 17th People’s Congress of Tianjin adopted the Regulations of Tianjin Municipality on the Prevention and Control of Pollution from Motor Vehicles and Non-road Mobile Machinery.
Article 18 requires that heavy-duty diesel vehicles and heavy-duty gas vehicles should be equipped with remote emission management vehicle terminals in accordance with the relevant provisions of the state and this Municipality and networked with the competent department of ecological environment, which will be implemented from May 1.
Taizhou:In order to further strengthen the comprehensive supervision of diesel trucks, Taizhou City acted quickly and took the lead in opening the OBD remote online monitoring platform for heavy diesel trucks in the province.
Weifang: Diesel motor vehicles registered in Weicheng District, with the approved load of 3.5 tons or above owned by enterprises or individuals and the emission standard of National Five include trucks, muck trucks, municipal vehicles (such as sanitation vehicles) and logistics vehicles.
Organize qualified car owners to install OBD equipment free of charge before October 31, 2020.
Liaocheng:Before the end of 2020, the owners of heavy-duty diesel trucks in Liaocheng, Shandong Province, all, muck trucks and sanitation vehicles must be equipped with OBD remote online monitoring system. September 15th-30th is the first installment time, and the second installment time is to be announced. Currently, the installation is free.
Jinan:From September 1st, 2020, all diesel trucks registered in the administrative area of Jinan City (including the transfer from other cities) with the maximum gross mass or traction gross mass greater than 3500Kg, the emission stage of which is the fifth national motor vehicle pollutant emission standard, and equipped with on-board diagnostic system (OBD) and selective catalytic reduction technology (SCR) devices must be equipped with on-board terminals and networked with the municipal ecological and environmental departments.
Before December 31st, 2020, if the installation and networking of on-board terminals are completed according to the Technical Requirements for Remote Monitoring of On-board Emission Diagnosis System of Heavy Diesel Vehicles in Shandong Province, the terminal hardware, terminal installation, daily operation and maintenance and other expenses will be paid by the government in the form of purchasing services.
From January 1, 2021, all the expenses will be borne by the vehicle owner.
Yantai:OBD remote monitoring system will be installed on 8,000 heavy-duty diesel vehicles in Yantai to monitor the exhaust emission of freight vehicles in real time.
Qingdao:Heavy-duty diesel vehicles in the city are required to install OBD, and the vehicles that are not installed will be monitored and supervised.
Linyi:In Pingyi County, 1,000 muck trucks, concrete mixers, sanitation trucks, postal trucks, diesel buses, highway passenger vehicles and diesel trucks with a total mass of more than 3.5 tons are installed free of charge by OBD.
