Daily-use glass industry mainly includes glass instrument manufacturing, daily-use glass products manufacturing, glass packaging container manufacturing, glass insulation container manufacturing, etc. It is a traditional livelihood industry and a competitive advantage industry in China, which is closely related to people’s daily life. In 2022, there were 979 domestic glass manufacturing enterprises above designated size in China, with operating income of 127.2 billion yuan, up by 1.9% year-on-year, and total profit of 4.63 billion yuan, down by 25% year-on-year.

The promulgation and implementation of the Standard Conditions for Daily Glass Industry (2017 edition) has played a positive role in guiding the daily glass industry to overcome the adverse factors such as economic downturn and COVID-19 epidemic, accelerating the transformation of economic development mode, increasing investment in scientific and technological research and development, continuously promoting energy conservation and consumption reduction, optimizing product structure, and realizing green transformation and development while continuously meeting domestic and international consumer demand. However, with the application of new technologies, new processes and new materials, the requirements of some Specifications and Conditions for Daily Glass Industry (2017 edition) no longer meet the needs of market development. The revision of the Specifications is of positive significance to further standardize the production, operation and investment behavior of the daily glass industry, promote clean production of energy conservation and emission reduction, guide the green transformation of the daily glass industry, and promote the high-quality development of the daily glass industry.

7. What are the requirements of the Specifications for product quality and variety?

Product quality is the lifeline of enterprise production. First, the Specification stipulates that the quality of glass products must meet national standards, industry standards and enterprise standards; The second is to stipulate that enterprises should establish a product quality traceability and accountability system, and have a sound product quality assurance system. Considering the optimization and upgrading of product structure, the Standard Conditions encourages the development of high-grade, high added value, green, high-tech and functional daily glass products.

Encourage the energy consumption limit of unit products to meet the requirements of relevant industry standards. Encourage production enterprises to increase the proportion of glass clinker. It is stipulated that production enterprises should meet the requirements of cleaner production, reduce pollution from the source and improve resource utilization efficiency. Encourage enterprises to adopt new equipment, new technologies and new processes to reduce the generation of pollutants. Pollution prevention and control, online detection of pollutants, environmental impact assessment of new or expanded projects, pollutant discharge, etc. shall meet the requirements of environmental protection departments.

X. What are the requirements of "Specification Conditions" for safety production and industrial hygiene?

Enterprises should strictly abide by the relevant laws and regulations of the state, new or expanded projects must be equipped with safety facilities and occupational disease prevention facilities, and establish and improve the responsibility system for safe production and the responsibility system for occupational disease prevention.
